Yes and no. One of the inspirations for "Silver Hell" was the depression and hints of madness that can be found when digging deep into Garfield. The merchandising and "Silver Lining: The Movie" segments are heavily inspired by Garfield. But Tim Warner's personality is completely made up, and "Silver Lining" is also based on comic strips such as "Ziggy", "That's Life", and especially "Drabble."
Yes! The first version (without music) was an astonishing hour and 15 minutes long. While including many funny scenes not in the film, it is laborous to sit through and clearly in need of some slashing. It exists on a single VHS tape in the home of director Jordan Cooper. He'd love to show it to you should you drop by.
So much! A subplot included a cartoonist named Brad Spinely(played by the director) who has his own comic strip ("Right Up Your Ally" - about ally cats), featuring a cat character who says "meow." He is sued by Tim Warner for copywrite infringement. Every character in the film was interviewed about this, including the cartoonist himself, broke and living in a closet. The director decided to cut out this subplot as it was not necessary and he hated his own acting.
Other cut footage included:
Brian the Squiggles Maniac trying to get his roommate into Silver Lining. A look into Tim Warner's previous career as a meter maid. Each character giving their thoughts about Sitting Ducks ("DUMB AS A DUCK!" - Professor Nougat) An entire full tape of Tim Warner interview footage not used (the character wasn't developed enough yet.) Many characters at the book signing, including Melissa and Professor Nougat. About half an hour of Tim's parents (actually the director's parents) improvising about Tim's disturbing childhood. A running subplot joke about Brian's imaginary girlfriend. A more detailed description of the plot of "Silver Lining: The Movie." Interviews with Tim's grade school teacher, as well as random fan declarations ("I think Squiggles is sexy!", etc) Professor Nougat stealing food from a pigeon, then throwing it to the ground in triumph.

Oh my god, YES IT IS! http://www.ifilm.com/ifilmdetail/2723046?htv=12
The artwork was done by the actual actors who played the cartoonists! James Jajac, who played Tim Warner, drew dozens of Silver Lining strips (many not in the film!), as well as all the merchandise and posters. David Fox, who played Lance Gold, drew (or photocopied!) a hefty handful of Sitting Ducks strips. Even director Jordan Cooper, who played cut character Brad Spinley, drew his comic strip "Right Up Your Alley."
Some of the funniest things in the film are the Silver Lining strips and drawings that you have to freeze frame to absorb!

This actually IS the most frequently asked question. Berkeley Breathed (creator of the comic strips Bloom County, Outland, and Opus) was doing a book signing in a very small bookstore that Emily's (who played Melissa) mom worked at. I told him the concept of the movie and asked if he would improvise his opinion on "Silver Lining." He was very very nice and it was the first footage shot for the film, months before anything else! Thanks Mr. Breathed!
