A big oil rig named Tex arrives and George brags to Theodore saying that he knows all about oil rigs. To their surprise, Tex is very rude and disobedient, which causes trouble when a storm brews.
Theodore wants to do a job all by himself, and he finds an opportunity with R. Boat, a sad small rowboat whose dock was destroyed in a storm. Hank wants to help but Theodore resents his interference.
Bonavista Barge raises an old sunken ship. When Hank goes by, he sees what looks like a mermaid. He tells all of the other tugboats, but they do not believe him.
George needs a hull check at the dry dock, but is afraid and decides to hide behind a barge. Theodore finds George and promises not to tell George's secret.
Theodore and Foduck play a game by racing to Bedford Buoy, where Foduck bumps Theodore roughly. Theodore feels hurt and makes the mistake of completely avoiding Foduck.
Theodore tells each of the tugboats that they are his best friend. They get angry upon finding out he said the same thing to all of them, and demand to know which one of them is truthfully his best friend.
Theodore has his first day working in the Big Harbor and he's shocked at how different everything is. He's never seen ferry boats, big bridges, dock sharing, or ocean tugs before.
