Although the Australian DVD cover states that this movie is based on a true story, it is probably a publicity stunt to garner attention.
The director´s cut makes a much better impression. The new scenes make the plot more logical. However, the strong point of new material are mostly new dialogues.
Ray gained a lot of power in the town of Garrison because he'd first set it up as a haven for NYC cops who were looking to live outside the city -- as Moe Tilden says in the opening voiceover, NY cops were required to live within the city limits -- where they could find more affordable housing & safer neighborhoods for their families. The cops were able to do so because they offered to work extra hours for the Transit Authority which has jurisdiction between New York City and Northern New Jersey -- remember, public transit systems like the subway & busing systems operate between both states. Because they worked extra time in both states, they could apply for residency in New Jersey.
Over the years that Ray worked to establish Garrison as a community for police officers, he also made a deal with a mob boss to do business with a mob-owned bank to get police officers low-interest housing mortgages in Garrison. With the mob's backing and protection, Ray grew very powerful and could subversively control the community, intimidate people like Figgis and even eliminate people he felt had betrayed himself and the town like Joe Randone, Officer Tunney (Figg's old partner, who was going to testify to Internal Affairs about Ray's mob connections ). He also had a good measure of control over Freddy and the sheriff's department in Garrison as we see throughout the story.
