- The film is set in 1942, when the British Raj was declining. It was a time when many Indians were either working for the British or rallying in underground meetings and protests against them. General Douglas (Brian Glover) is a brutal office in charge of a province who is ganging revolutionaries by their thousands. In this atmosphere, Naren Singh (Anil Kapoor) falls in love with Rajeshwari "Rajjo" Pathak (Manisha Koirala). Their romance is shown developing in spite of the political and social unrest at the time. Raghuvir Pathak (Anupam Kher) (Rajjo's father) wants to assassinate Douglas and knows that he is going visit Kasauni for a brief visit, prior to his departure from India. Pathak decides to relocate to Kasauni so he can work on his plan.
Naren's father Diwan Hari Singh (Manohar Singh) is a loyal British employee in Kasauni, & his mother is Gayatri Devi (Sushma Seth), while Raghuvir Pathak is a revolutionary fighting against British rule. Pathak's associates include Ashutosh (Ashish Vidyarthi), Govind and Shubhankar (Jackie Shroff). Govind is an insider as he is a manager of Hari Singh's estate. Munna (Raghuvir Yadav) is the driver. Abid Ali Baig (Pran) is Raghuvir's mentor and a respected revolutionary. Abid is organizing a play in Douglas's honor and gives Raghuvir the material to make a bomb, that will be used to kill him.
Major Bisht (Danny Dengzongpa) is a strict Police officer in Kasauni and a British loyal and is in charge of Douglas's security in Kasauli. Naren first sees Rajjo when she arrives in Kasauni with her dad Raghuvir. Naren admits his love to Munna and finally finds Rajjo in the same colony where Munna lives. Munna finds that Rajjo loves to read and spends time in the town library, where Naren goes to woo her. Baig recruits Naren, Rajjo and Bisht's daughter Chanda (Chandni) to help with the play being organized in Douglas's honor. Eventually Rajjo falls in love with Naren. Raghuvir and Govind prepare 3 bombs. Raghuvir is staying in Govind's basement. Bisht has info from police HQ that an attack is planned on Douglas. Chanda meanwhile finds out that Naren has the hots for Rajjo and is heartbroken as she secretly loved Naren herself.
Ashutosh arrives in Kasauli to help Raghuvir but is shot by Bisht. He survives and reaches Raghuvir. Rajjo realizes that Raghuvir is a revolutionary. Ashutosh dies in Raghuvir's arms. Rajjo tells Naren the truth and asks him to stay away from her. When Naren asks Raghuvir for Rajjo's hand in marriage, Raghuvir becomes livid. Naren declares that he is willing to sacrifice everything for Rajjo and convinces Raghuvir of his love for her. Pathak relents and tells Naren to talk to his father. When Naren does so, Hari is angry that his son has chosen Rajjo, the daughter of a revolutionary, but pretends that he will do anything for Naren's happiness.
Hari eventually tricks Naren into revealing Pathak's secret location and leaks the information to the Bisht. Soon, police barge into Pathak's hideaway and try to kill him, only to find him waiting to light a bomb, killing both himself and the men. Rajjo, realizes what has happened (she thinks Naren betrayed her and her father) and runs away. She is taken into refuge by Shubhankar, a compatriot of Pathak who has learned of his death. Under Shubhankar's tutelage, Rajjo follows her father's revolutionary path. Meanwhile, Naren is angry with his father for using him as a pawn in the ambush and killing of Pathak and driving Rajjo away. Hari Singh is rewarded by the British for this act of treachery. Promising to make up with Rajjo and help her cause, Naren pledges to become a protester or a revolutionary.
Govind is tortured to reveal other accomplices, while Abid Ali takes the remaining 2 bombs made by Raghuvir from Govind's basement. Naren sees this. He begs Abid Ali to reunite him with Rajjo, but he refuses. Naren follows Abid and finds his passing a package to a girl, who turns out to be Rajjo. Naren follows her, not knowing that police were following him. Only timely intervention by Shubhankar saves them both. Bisth circles the entire area and forces Naren to identify the revolutionaries. But Naren says that Shubhankar & Rajjo are not one of them. Unfortunately, the bombs are confiscated by Bisht.
During his visit Douglas kills Govind and then kills Munna when he tries to protest. Naren is aghast at this brutality. Chanda tells Bisht that she will join the protests against Dougles the next day. Bisht orders the arrest of Abid Ali, but Shubhankar kills the policemen sent for the arrest. Abid Ali, Shubhankar and Rajjo decide to leave town, but Bisht sees them, so Abid Ali sacrifices himself to save the others. Naren sees this and promises Abid Ali that Shubhankar will have a pistol the next day, in front of Douglas.
Naren severs all ties with his father (he steals Hari's pistol) and stands up against British rule, in front of the city. As he tries to hand over the pistol to Shubhankar, Hari reports the theft to Bisht, who arrests Naren. The attack on Douglas is foiled. Naren is convicted and sentenced to hang for attempted murder.
Moved by Naren's actions, Rajjo tells Shubhankar about him. Shubhankar saves Naren from being hanged and the two finish off Hari and many of the British loyalists. They are helped by Major Bisht (Danny Dengzongpa), who has a change of heart after having witnessed the killing of his daughter Chanda (Chandni), a revolutionary, by the gunshots of British loyalists upon General Douglas' orders (Douglas asked troops to open fire on the gathered crowd as Shubhankar proceeded towards his direction to save Naren).
With the loyalists dead, Shubhankar hangs General Douglas by the same noose that was intended for Naren. Shubhankar, Rajjo and Naren, together with Major Bisht and the citizens are shown at the end of the movie saluting the Indian flag being hoisted by Shubhankar.
