In the midst of WWII, Turkey has remained a neutral country, but all sides realize its strategic location beneficial for their war effort, some having made thus far unsuccessful attempts to bring Turkey onto their side. Colonel Robinson, known as an agitator working for the Nazis, believes he has a more effective method to achieve the goal for the Germans: rather than woo Turkey to their side, he plans to discredit most specifically the Russians with who the Turks have a history of mistrust so that Turkey would willingly make the decision to join Germany. Meanwhile, Joe Barton, a US undercover agent, is in the region posing as a businessman, when he stumbles upon some documents, namely plans outlining a Russian plot to invade Turkey. Unable to work with official American help in being undercover, Joe realizes that not all is as it appears on the surface as people are after him and the documents, the pursuers including Robinson and his henchmen. While he knows he is working against Robinson, he is less sure about siblings Nikolai and Tamara Zaleshoff, who ultimately reveal themselves to be Russian agents, and who at times, seem to be on his side, and at times not.
