- Czech immigrant Karel Novak fulfills his dream of coming to America only to learn at Ellis Island the entrance fee has been raised from $50 to $200. Unable to pay, he is put on a ship going back to Holland, but jumps off, swimming to Manhattan, and losing his wallet on shore. He is elated at what he sees, the skyscrapers, the automobiles and the opulence. While stealing doughnuts from a lunch table for girls rehearsing for a show, he befriends 19-year-old chorus girl, Sylvia Dennis, who then lets him sleep on the roof of her apartment building. Her young brother, Frank, gets him a job selling newspapers and he gradually works up into driving a cab. Meanwhile, romance blossoms, and when authorities threaten to send Frank to a young boys' home until Sylvia gets married, Karel proposes and Sylvia accepts. But the spectre of his illegal status causes him to see a lawyer about becoming a citizen. He unknowingly goes to shyster Halsey J. - When Czechoslovakian immigrant and would-be farmer Karel Novak arrives at Ellis Island, in New York City he discovers that the entrance fee has been raised to $200, $142 more than he has in his wallet. Hauled back to the steamship for deportation, Karel jumps overboard and swims ashore but loses his wallet and all of his money on the dock.
Penniless, Karel wanders the Manhattan streets until he meets Sylvia Dennis, a pretty 19-year-old chorus girl who catches him stealing doughnuts from the rehearsal hall. Sylvia takes Karel to her apartment and introduces him to her younger brother Frank, whom she cares for and supports. Frank has been having problems at school with truancy.
After selling newspapers with Frank, Karel, who sleeps on Sylvia's rooftop each night, gets a job as a taxicab driver and dreams of becoming a millionaire so that he can marry Sylvia. When Frank is caught for truancy, the presiding judge orders him to live at the Benton Institution until the now unemployed Sylvia gets married to him.
Desperate to help Sylvia but worried about his illegal alien status, Karel contacts Halsey J. Pander, a crooked lawyer who secretly reports him to the authorities for money. On the day that Frank is taken away by Social Services, Karel is picked up and sent to the police station with Sylvia. Although Pander insists that Karel be deported, Murphy, a sympathetic policeman, rallies his fellow officers to thwart the shyster and make Karel a citizen and Sylvia's husband before the morning deadline.
