The film is composed of fragments filmed, but not used, in two of Charles Chaplin's movies, namely Work (1915) and Police (1916), and footage from a third never released film, "Life".
The Germans who want to buy the explosive refer to the Iron Double Cross. In The Great Dictator (1940), Charles Chaplin used the Double Cross as his parody of the swastika.
