She was born in Nizhniy Tagil, Sverdlovskaya oblast, RSFSR, USSR [then the Soviet Union, now Russia] and moved to Israel with her parents when she was seven. She was raised in Tel Aviv.
On August 14, 2016, Paly became a U.S. citizen.
She is of Russian Jewish descent.
