Born and raised in Maine, Manley has stuck to his roots to this day, living in Southern Maine with his wife and youngest daughter. At 14, he moved in with his uncle in Wytopitlock, Maine. The move was because of his love for the area whereas his mom lived in Auburn, Maine, one of the most populated cities there. When he was in high school, he was already writing stories for movies, but had no idea on how to present them to production companies. Without internet (1980's) his stories just got tucked away. It wasn't until 2004, when he visited a bookstore, that he realized that screenplays even existed. Purchasing several books and screenwriting software, Manley has proceeded to write multiple screenplays and shorts looking for homes in the movie industry.
He won Best Screenplay for a short he entered in the Sanford International Film Festival in 2018 called Staring Down A Barrel featuring several locally well known actors.
