For decades, the Gotham Awards have honored the best in independent film as decided by select committees of industry insiders, festival programmers, and media experts. In recent years they have expanded into TV, but in 2024, for the first time, they are holding a separate awards show dedicated to the best new television programs of the year. With the first episode of The Sympathizer premiering this past weekend on HBO, the world is seeing just how wild this adaptation of the Pulitzer Prize-winning novel is. A stunning blend of war story, satire, and powerful drama, The Sympathizer boasts impressive performances from a cast featuring Hoa Xuande, Sandra Oh, and Robert Downey Jr in five distinct performances. It’s been a long time coming. Proceedings opened Monday with a well-attended opening ceremony followed by a screening of Perfect Days, the Tokyo-set Cannes title from German filmmaker Wim Wenders, who is also serving as the jury president of the festival’s main competition. This year’s competition has a strong focus on local talent, with three films from Japan in the main competition — the same number as from China. Japan’s new production incentives scheme dominated discussions at the Motion Picture Association’s special talk session at the Tokyo International Film Festival on Wednesday.
Officially launched in September, the 1 billion yen ($6.7 million) scheme is by far the largest from Japan to date, although it is smaller than the production incentives offered by many other countries, most notably Thailand.
The deadline for applications for the current fiscal year to March 2024 has already closed and the entire budget appears to have been allocated. The scheme is expected to be renewed in April, but no official announcement has yet been made.
Despite the push by Japan’s government to attract more international film and TV production to the country, the clear message from this year’s MPA seminar was that the scheme needs to be expanded and made permanent if Japan is to not lose out on major projects. The seminar focused...

As the Tokyo Film Festival returns with a focus on international expansion, this year’s MPA seminar hosted as part of the festival industry program was centered around how to make the country a more attractive production environment for international producers.
“The world is in love with Japan,” Toho Tombo producer Georgina Pope told the seminar in her opening keynote speech. “There is a massive global interest in everything Japanese: art, fashion, youth culture, food. And IP such as Anime, Manga, and film.”
To harness this interest, however, Japan must address a series of key lapses in official film infrastructure, Pope told the audience. One of the main issues, Pope said, is the country’s lack of an official shooting permit system.

Thailand’s government has doubled the cap on its production incentive to THB150M ($4.4M), while an increase in the cash rebate it offers to 30% is also being considered.
The move comes as major projects including HBO’s The Sympathizer are shooting in Thailand, while further projects such as the third season of The White Lotus are reportedly heading to the country later this year.
Thailand currently offers a cash rebate of 15% to foreign productions shooting in the country, with a further 5% available based on a cultural test. The maximum rebate per production is capped at THB75M ($2.2M).
In February, Thailand’s cabinet approved an increase in the incentive to 30% of qualifying spend, which is currently being considered by the treasury department. Donald Glover’s Amazon show Swarm, Apple’s making-of Tetris movie and Disney+ series American Born Chinese are among the new additions to the TV and film lineup at the upcoming SXSW festival.
The Elizabeth Banks-produced MGM movie Bottoms, from the team behind Shiva Baby, is set for the headliners section, joining the Taron Egerton-fronted Tetris and previously announced titles Problemista, from A24, franchise flick Evil Dead Rise, and Eva Longoria’s directorial debut, Flamin’ Hot. Dungeons & Dragons will open the fest.
As for TV premieres, in addition to Swarm and American Born Chinese, Lee Sung Jin’s Beef, and David E. Kelley’s Love & Death will screen at the festival. Also notable on the TV front: The fest will screen Demascus, which was recently axed by network AMC amid an ongoing shake-up at the network and its hope to write down around 400 million of content...
