- In August 1991, Communist military hard-liners attempted a coup against Soviet President Mikhail Gorbachev. The coup failed, and all its members were arrested; from the ashes of the old Soviet Union, the modern Russian Federation was born. The ring leader of the coup, faced with imminent arrest, chose to shoot his wife and himself, in front of his young son.
In 2009, at the request of Russian president Alexei Petrov (Hristo Shopov), whose daughters Anna (Ida Lundgren) and Yana (Robin Dobson) are fans, pop sensation Venus performs a concert in Moscow. Joe (Dolph Lundgren) is a heavy metal guitar player in the local warm-up band called the CMF, as Venus's regular opening act had another gig in LA at the same time. Enzo (Atanas Srebrev) is Venus's brother and manager. Venus is attracted to Joe, but he is old school and doesn't like the modern Techno music that Venus sells. The Command Performance turns bloody when armed extortionists take the head liner American pop-star Venus (Melissa Smith) and the Russian President, Dmitri Petrov, with his family hostage. Bradley (Clement Von Franckenstein), the US ambassador to Russia is also present. The attack starts during Venus's performance on stage.
Dmitri rose to power on a plank of fighting corruption & reforming the policies making it more business friendly, & in the process fallen foul of the mafia. The extremists enter the concert hall under the garb of caterers & eliminate internal security & then open fire on the crowd. As the emergency response kicks in, they bring out the heavy gear to eliminate all resistance & take the first family & Bradley hostage. The extremists then seal the building from inside as Army's tactical response unit takes position outside. The sole survivors are Joe, Venus, news reporter Ali Connor (Shelly Varod), American ambassador Jim Bradley, Presidential Security Service agent Mikhail Kapista, President Petrov, and his two daughters.
Joe survives because he was in the loo while all this went down. All the surviving FSB agents are being executed as the per the orders of the terrorist leader. Joe intervenes & kills the extremists & saves the agents, one fit, Kapista (Zahary Baharov), & 1 wounded fatally Leonid Gordov (Ivaylo Geraskov), who is also Kapista's boss. Kapista is impressed with Joe's street fighting abilities but doesn't trust him until Joe reveals that he was in a US bike gang known for illegal activities. When Joe was still in the biker gang, Colombian drug dealers wanting to collect a debt went to Joe's apartment and fatally shot his brother. Joe hunted the men down and killed them, and ever since has tried to stay away from guns, because they remind him of his brother's murder.
Meanwhile the terrorist leader uses Ali Connor & her camera to transmit his demands of 1 Billion pounds to the army unit's head Gen. Voroshilov (Harry Anichkin) outside the arena. They also try to confuse the army head by proposing some sort of vague deal (involving an escape vehicle and immunity for the terrorist, in exchange for the identity of the key players and their motivations) to keep them distracted. Kapista and Joe find a mobile phone on one of the dead assailants and contact the army camped outside the concert venue. Ali manages to escape with the help of her cameraman and hides inside the building. The cameraman panics and tries to exit the building and is shot down.
As the deadline for the funds transfer approaches, the terrorists execute the US ambassador Bradley to prove their seriousness. Dmitri helps create a distraction to let Venus escape and get help. She is pursued by terrorists & is saved by Joe/Kapista. Meantime the army figures out that the terrorist is Oleg Karpov (Dave Legeno), son of Marshal Karpov, who led a failed coup against Gorbachev in 90/91. Karpov was executed & Oleg escaped to the US & re-entered Russia 3 weeks ago. The team who led the execution of Oleg's father was led by a man today known as President Dmitri Petrov.
Army realizes that this is about revenge & not money & hence they launch an attack. Meanwhile Joe & Kapista work their work inside the arena & take down the terrorists one by one & even save one of President's daughters from a brutal sexual assault. As Karpov gets ready to execute Dmitri, Joe attacks with Kapista & forces Karpov to flee with the President's other daughter. He is headed towards the underground tunnels that open into a subway. Joe & Kapista follow. Joe engages Karpov in hand-to-hand combat & kills him after prolonged battle.
Joe & Kapista are honored by the President in a public ceremony. They both end up being good friends.
