The story starts out with the painful reality that a guy cuts off another man's junk during a sexual encounter. The missing piece needs to be found.. Then there is the collar of a guy who killed a drug dealer many years ago. And a mob boss manages to throw bunch of guys under the bus and gets 27 counts of murder dropped. The most interesting thing is the appearance of a new Lieutenant to replace Arthur, who has been promoted to Captain. She is played by Denise Crosby from The Next Generation and she threatens the entire precinct. She has formerly been with IAB and picks out Andy and Danny for special observation.
