The movie was originally planned to be an R-rated animated film, but Warner Brothers wanted it toned down to earn a G-rating.
Rodney Dangerfield performed his lines in front of cameras, creating a visual reference point for the animators to copy his physical expressions.
The film was conceived in the late 1980s, and originally set for a December 1988 release.
When Rover sees the roses that he gives Connie as her birthday present, the words "Appearing Now" above a picture of Rodney Dangerfield are on the wall directly behind him. Dangerfield voiced Rover, and wrote the story for the movie.
In his autobiography, "It's Not Easy Bein' Me," Rodney Dangerfield wrote of this film: "I put some of my own money into an animated movie about dogs. It had some songs, which I wrote, and I even sang a few. In character, of course. I thought it was a funny movie, but I had some trouble with the studio, and they buried it like a bone."
